What does “Hold” mean?

The term “hold” is confusing to parents of actors. Does it mean your child has almost booked the project and may get paid even if not used? Is it really an “avail” (as in “available”)? What kinds of projects get avails?  Does it refer to potential conflicts your child might have for the shooting date?  Is production required to notify you if your child doesn’t book and is released from the hold?  Will your child’s agent notify you if your child is released?  Does this status have any teeth or can you predict a booking from a hold?
